RTI to New Delhi Airport on Biometric Enabled Seamless Travel (BEST)
The information sought herein pertains to creation, development and operation of the Aadhaar Enabled Entry and Biometric Boarding Systems initiated by the Ministry of Civil Aviation (MCA) through the Digi Yatra project at the Delhi Airport. The queries are below:
(a) Provide copies of tenders/e-tender and other bid documents issued by the Airports Authority of India for the airport of Delhi.
(b) Provide copies of bids and details of bidders received by the Airports Authority of India in response to tenders/e-tenders issued.
(c) Provide copies of minutes of pre-bid conferences held by any of the airports.
(d) Provide copies of minutes of any meeting/discussions/correspondences between the airports and the prospective bidders on the implementation of this system.
(e) Provide copies of minutes/notes of any inter-ministerial meeting/discussions/correspondences relating to this Aadhaar Enabled Entry and Biometri Boarding Systems or any related facial recognition projects initiated under the Digi Yatra.
(f) Please state whether the System is compliant with the Reasonable Security Practices and Procedures as under Rule 8 of the Information Technology (Reasonable security practices and procedures and sensitive personal data or information) Rules, 2011. If yes, please state the measures taken to ensure proper compliance with the Rules.
(g) Please state whether the System is GDPR compliant. If yes, please state the measures which have been taken to ensure proper compliance with the GDPR.
(h) Please state whether the High Level Data Privacy Guidelines as provided in the Digi Yatra Policy uploaded on the National Portal of India website are binding. If yes, please state the penalties that will be imposed if the Guidelines are violated and/or not followed.
(i) Please state the manner in which the audits as stated in the DigiYatra Policy document will be conducted. Additionally, please state the name of the agency which will be administering such audits.
